Hounslow publishes review of consultation results ahead of meeting
Hounslow Council have published a Review of Consultation Results on a possible CPZ for Grove Park and Strand on the Green; ahead of the Committee meeting on 9th February.
The report contains a review of the results of a preliminary consultation carried out in Grove Park and Strand on the Green. It also states that two separate revised areas are proposed for further consultation.
At its meeting of 15 September 2009, the Chiswick Area Committee considered a report concerning the results of a preliminary consultation on a possible Controlled Parking Zone (CPZ) in Grove Park and Strand on the Green.
Concern was expressed by members relating to the wording of the questionnaire and in view of the high public interest, the Committee decided to defer their decision on recommendations until a public meeting could be arranged to provide a further opportunity for the local community to convey their views and to inform the consultation process. A public meeting chaired by Paul Lewis was subsequently held in Strand on the Green School and was attended by over 200 residents.
This most recent report concludes that "There is high confidence that the proposed two clusters reflect the views and aspirations of the local community. Full consideration has also been given to those roads clearly not in favour of parking controls even if the neighbouring roads show support.
"Members are therefore requested to agree that officers proceed with the detailed design consultation in the two possible zones and the ward councillors be consulted on the consultation documents before circulating to the properties in the suggested consultation areas.
"It is further recommended that the roads in the area outside the two clusters but within the preliminary consultation area be also included in the second consultation but the detailed design is to be confined only to the roads within the two proposed clusters. The design will take into consideration the sensitivity of the conservation area as far as regulations in respect of the signing and lining of CPZs permit."
Chair of the Chiswick Area Planning Committee, Cllr Sam Hearn, said:, “Parking is one of those issues that generate strong feelings because it impacts so immediately on peoples' quality of life, and as a local councillor, I am fully aware of the concerns that residents have over how the schemes in Chiswick operate.
“A lot has changed since the CPZ was introduced, such as late opening of shops and restaurants, which can lead to increased demand for spaces. These and other facts need to be examined properly to make sure any scheme for Grove Park/ Strand on-the-Green meets the needs of the local area.
“We have repeatedly stressed that we stand for open and transparent decision-making, and therefore we have arranged this special meeting to listen to peoples’ points of view before we act.”
