Hounslow Council cracking down on fly-tippers
Hounslow Council has launched a new campaign called ‘Let’s Scrap Fly-tipping’. The initiative is designed to raise awareness of illegal dumping of waste and educate residents and businesses about their responsibilities and how they can help keep the borough’s streets clean and tidy.
In later phases of the campaign, the Council aims to post CCTV footage of fly-tippers caught on camera on its website and target known fly-tipping hot-spots with posters and banners.
The campaign follows the launch in March this year of a dedicated enforcement team, Special Waste Service, to crack down on fly-tippers and since then the team has issued over 200 Fixed Penalty Notices.
Fly-tipping is a criminal offence and can result in a fixed penalty notice of £400. If it is a large or dangerous fly-tip the Council can take the perpetrator to Court, where they could be fined up to £50,000 or even face a prison sentence.
Cllr Steve Curran, Leader of Hounslow Council said, “Fly-tipping is a blight on the streets of Hounslow that not only ruins the places we live and work, but also wastes tax-payers money on clearing it up. This is money we could better spend on schools, parks or other projects that would benefit our community.
“We offer lots of ways of disposing of waste responsibly and want to get across the message that even putting one bag next to a bin is unacceptable. We won’t hesitate to clamp down hard on anti-social fly-tippers and hit them with fines or court action if they are caught.”
During 2019-20, 22,480 fly-tip incidents were reported in Hounslow. Between April 2020 and March 2021 alone Hounslow Highways cleared 56,959 bags of rubbish and it is estimated that cleaning up fly-tipping costs Hounslow taxpayers over £1 million a year. In 2019, Hounslow Council issued 4,803 Fixed Penalty Notices in relation to fly-tipping and littering on both public and private land.
The Council has issued the following advice to reduce the cost of dealing with waste in the borough:
• Recycle as much waste as possible and always place recycling in bins provided
• Don’t leave waste – even if it is just one bag - by street bins or on the pavement outside your property (unless authorised to do so)
• If you’re not sure when your rubbish is collected, you can check your bin collection days on the council’s website
• If you give your rubbish to someone else to dispose of you must make sure that person or company is licensed to carry waste. You could be liable for a fine if they are not.
• Place waste in the bins provided in communal areas – don’t leave it by bins, on the floor of communal areas or on estate grounds
• If items are too big for bins, residents can recycle their household waste at the Space Waye Reuse and Recycling Centre Space Waye, North Feltham Trading Estate, Pier Road, off Faggs Road, Feltham, TW14 0TH.
• Hounslow also provides a bulky items collection service where residents can arrange for large items to be collected for a small fee – this is discounted for residents in receipt of Council Tax reduction
• People can also take unwanted good condition items to a charity shop during opening times. Don’t leave bags or items outside closed shops.
• Residents can report fly-tipping on the Hounslow Council website
