The London Borough of Hounslow is set to consider a proposal to participate in a government-backed pilot scheme aimed at modernising the voting experience for local elections. The recommendations will be debated by the Borough Council on Tuesday 16 September, with a decision expected on whether to proceed with the pilot, subject to approval from the Ministry of Housing, Communities and Local Government (MHCLG).
If approved, the pilot would be implemented during the next round of local elections, scheduled to take place on Thursday 7 May 2026, when all London borough councils are due to hold elections.
The flexible voting pilot is part of a wider initiative by the MHCLG to explore more accessible and convenient voting methods. The traditional polling station model, largely unchanged since the Ballot Act of 1872, is being re-evaluated in light of evolving voter expectations and digital engagement.
Hounslow’s proposal includes early in-person voting across four fixed locations and one mobile polling station operating over three days:
- Friday 1 May (4pm–9pm)
- Saturday 2 May (9am–4pm)
- Sunday 3 May (9am–4pm)
The pilot aims to improve voter convenience, increase participation—particularly among underrepresented groups—and assess the feasibility of alternative voting formats.
The scheme would be fully funded by the MHCLG, with additional staffing and logistical planning required to deliver the pilot. A statutory order must be passed to legally enable the pilot, and Hounslow Council will consult with the Electoral Commission to finalise the framework.
A full Equalities Impact Assessment is planned to ensure the pilot supports inclusive participation and complies with the Equality Act 2010.
If the Borough Council endorses the proposal, Hounslow will submit its application to the MHCLG. A final decision from the ministry is expected in early 2026, allowing time for implementation ahead of the May elections.
While the pilot is temporary, its outcomes could inform future reforms to electoral processes across the UK. For Hounslow, the initiative aligns with broader goals of civic engagement, digital innovation, and public service accessibility.
