New Non-execs For Wandsworth Teaching Primary Care Trust

Ian Reynolds, Chair of Wandsworth Teaching Primary Care Trust, has announced that Lucy Allan and Dr Stephen Hickey will be joining the PCT as new non-executive directors.  Wandsworth Teaching PCT is responsible for commissioning and providing a wide range of health services and improving the health of the diverse population of Wandsworth.  Lucy is an Employment Law Adviser and a local Councillor at Wandsworth Borough Council and Stephen was, until recently, a senior civil servant and is now an independent consultant and a Trustee of St George’s Hospital Charity.

Lucy lives in Putney, holds a Masters Degree in Employment Law and is a Chartered Secretary and Chartered Accountant. Lucy has her own business providing Employment Law advice to employees.  She combines this work with a number of voluntary positions in the local community including working with a domestic violence charity, being a school governor and being a member of a children’s fostering panel.  Lucy’s current knowledge of health has been gained as Deputy Chair of Wandsworth Council’s Health Overview and Scrutiny Committee.  

Stephen lives in Wimbledon and was, most recently, Director General at the Department for Transport, having previously served as Chief Executive of the Civil Service College.  Stephen’s interest in health goes back to his early career when he joined the Department for Health and Social Security as a “fast stream” trainee.

Chair Ian Reynolds said, “I’m delighted to have two such well qualified and experienced people join our talented team.  Lucy’s and Stephen’s professional background and new ideas will strengthen the PCT’s Board as a whole.  I and my colleagues look forward to working with them to tackle the challenges that lie ahead of us.”

All appointments have been made in accordance with the OCPA Code of Practice.  All non-executive appointments are made on merit and political activity plays no part in the selection process.  However, in accordance with the original Nolan recommendations, there is a requirement for appointees political activity (if any declared) to be made public.  Lucy is currently a Conservative Councillor, Deputy Chair of Putney Conservatives and an approved Conservative Party Candidate.  Stephen has declared no political activity in the last five years.  Neither Lucy nor Stephen hold any other ministerial appointments.

Lucy and Stephen will take up their posts as from 1 February 2009 for a period of four years until 31 January 2013.  The remuneration for non executive directors for all PCTs is £7,765 per year.
