Two Park Royal Businesses Fined for Illegal Shisha Smoking


Council crackdown on smokefree legislation breaches continues

Two shisha restaurants in Park Royal have been ordered to pay thousands of pounds in fines and costs after admitting breaches of smokefree legislation.

At Uxbridge Magistrates’ Court on 19 August, Terrace Bakery on Chase Road and Alaturca Lounge on Coronation Road were found to have allowed shisha smoking inside enclosed spaces, in breach of the Health Act 2006 and the Smokefree (Premises and Enforcement) Regulations 2006.

Since 2023, Ealing Council has taken 14 businesses to court for similar offences, resulting in more than £61,000 in fines.

Terrace Bakery and its director, Ali Bidarbakht, pleaded guilty after council officers carried out unannounced visits and issued repeated warnings that indoor shisha smoking was against the law. Mr Bidarbakht was fined £1,400, with £1,600.70 in court costs and a £560 victim surcharge.

Alaturca Lounge, operated by MRYB Ltd, and its director, Meriem Harchi, also pleaded guilty to a smokefree offence and to failing to register the business as a food outlet, which must be done 28 days before opening. Ms Harchi was fined £600, with £160 in court costs and a £240 victim surcharge.

Council officers first visited the Alaturca Lounge in November 2024, where they reported being denied entry before discovering shisha pipes and a strong smell of smoke inside. A further inspection in January 2025, carried out with police, found two people smoking shisha despite no-smoking signs on the wall.

Ealing Council said the prosecutions form part of wider enforcement action against unsafe or unregistered shisha operations. Councillor Kamaljit Nagpal, cabinet member for decent living incomes, said, > “Tackling unsafe shisha operations is part of our commitment to keep our residents safe and healthy. Every business has a duty to operate responsibly. When they repeatedly ignore warnings of the smoking law, we will take decisive action to uphold safety standards and protect our residents.”
