Welcome to this edition of our e-bulletin which we hope you find helpful and informative. We plan to continue to publish a regular ebulletin covering Council news and issues during 2011. Many constituents already receive this direct by email and we are happy to add new subscribers. Due to time pressures we cannot monitor local websites and or guarantee therefore to be familiar with issues raised in this way.
Thames Tideway Tunnel
The final date for submissions in connection with the first phase of the consultation by Thames Water on their proposals for a Thames Tideway Tunnel is now past but that does not mean that the issues have disappeared off our radar.
Your local councillors would like to say a big "Thank You" to the local residents of Thamesfield ward for their hard work and perseverance in bringing the matters to the fore and in conjunction with local amenity groups, the council and our Members of Parliament, Thames Water have been compelled to listen to local opinion.
There have been a number of public meetings which have been organised at various levels, marches and a show of strength which indicates the levels of public opposition to the proposals as they stand. Full details of the proposals can be found at

Councillors have attended meetings whenever other commitments allowed and have been impressed by the debate and commitment of the residents. We will continue to fight against the proposals as they stand. The council's official position is outlined in the attachments below.
On 8th December 2010, a motion to Council was unanimously approved condemning the proposals.
A report on the Thames Tunnel was approved at the council's Strategic Planning and Transportation OSC on 18th January 2011. These include representations concerning the Barn Elms site and Putney Foreshore amongst the seven sites in the borough

Meetings are still taking place between leading councillors and Thames Water at the highest level and the Leader of the Council, together with his counterparts in Hammersmith & Fulham, Kensington & Chelsea and Richmond, is due to meet ministers from Defra within the next few weeks to press home some of our concerns.
Thames Water have taken away all the comments which have been made in the first phase consultation and will be analysing them. They will then return at the end of the summer with some specific proposals which will again be the subject of consultation.
We will not be letting this matter drop and we will continue to feedback on relevant matters.
Thamesfield primary school news and results
Margaret Ryall, the head of Our Lady of Victories in Clarendon Drive for the past 21 years has been awarded the OBE for her services to education. OLOV is rated outstanding by national schools watchdog Ofsted.

Congralulations go to Thamesfield pupils and their teachers for their excellent results in the key stage 2 tests recently. Thamesfield primary schools have achieved top scores in these tests for English and Maths. St Mary's in Felsham Road was one of the best performing schools in the borough at which every single pupil achieved level four in both English and Maths. Every single pupil attending Brandlehow and Our Lady of Victories also achieved level four in Maths.

Putney Post Office
Cllr Jim Maddan and Justine Greening MP for Putney have had regular meetings with the Post Office to discuss the future of Putney Post Office. The current lease on the premises in Upper Richmond Road expires in November 2011 and negotiations are at an advanced stage to find an alternative site for a new post office in Putney. Assurances have been given that the existing site will remain open until a new site is found and made ready to open. Further news will be circulated when it becomes available
Doctors Surgeries
Work is well under way on the new doctor's surgery in the centre of Putney. The surgery which will replace the existing Putneymead practice, the Balmuir Gardens practice and the Disraeli Road practice will be based in Carlson House in Upper Richmond Road near the junction with Ravenna Road, and will incorporate a pharmacy and physiotherapy services. The new facility is due to open in May 2011 and will become the largest practice in London. Planning application No 2010/3094.
Putney library
To meet reductions in Government funding announced in the Comprehensive Spending Review, the Council has been left having to make difficult choices. The town centre libraries will all continue to operate. The Council is consulting its residents on various options. The main choice is either to close all or some of the neighbourhood libraries, or to reduce the
opening hours at all libraries. Although no longer a statutory requirement, every household will still be within a one mile catchment of a library.
The current opening hours for Putney are 9am-8pm on Monday, Wednesday-Friday inclusive, 9am-6pm on Saturday and 1pm-5pm on Sunday. It is proposed to change the Friday opening hours to 9am-1pm and to close at 5pm instead of 6pm on Saturdays. Otherwise the hours will continue as before. As a town centre library there are no plans to close Putney library.

A self-service loans system is now operating at Putney library. Staff are on hand to introduce the new system.
Putney Bridge road surface
This remains an ongoing problem. It is believed to be coming from leaks from the pipes owned by Thames Water within the structure of the bridge. After a great deal of badgering by the Council Thames Water has finally started testing the water mains on the downstream (eastern) side of the bridge and confirmation of the results is awaited. Thames Water has been reminded them that they are required to test all the water mains and those on the upstream side should be done during February. The potholes in the road surface exacerbated by the leaks continue to be repaired by the Council and are usually responded to the same day. A broken gully was also repaired this week and the area had to be left coned off whilst the cement and concrete set. We will report with any further news.
Highways and transport matters
Local Implementation Plan: The Council is seeking the public's views on a new transport plan for the borough that could deliver multi-million pound improvements to the local travel network. The borough's Local Implementation Plan (LIP) sets out how the Council will help deliver the Mayor's transport strategy. The plan could lead to investment of around £10m in local transport facilities by 2014 in the borough including improvements to the road network and transport interchanges, road safety, cycle training, and support for car club membership.

Putney station: Consultation will shortly take place on plans to improve the area in front of Putney station. This will involve decluttering the footway, upgrading the streetscape, improving the layout of the traffic lanes, taxi rank and bus stops to improve traffic flow and improving accessibility at bus stops, and install additional cycle parking on Disraeli Road and a new disabled bay in Norroy Road. http://www.wandsworth.gov.uk/moderngov/mgConvert2PDF.aspx?ID=12831
TfL ticket office opening hours at tube stations
TfL has revised the opening hours of its ticket offices at tube stations following the implementation of Oyster. As a result of passengers using ticket machines, automatic top-up or the internet to purchase their tickets, the use of ticket offices has significantly reduced. Staff who formerly worked in the ticket offices will be redeployed to work in station areas to deal with customers and increase security.

Works on Rocks Lane: From 24 January for approximately 8 weeks to 20 March the southbound carriageway of Rocks Lane is being undertaken on bus stops at Barnes station and works on the railway bridge. Cllr Torrington has been in touch with Council officers to organise a trial lifting of the Dryburgh Road barriers restrictions until the works at Barnes station have been completed – the completion date is currently 20th March.
There is signage
specifically banning vehicles above 7.5 tonnes, (basically any lorries or large vans) using residential roads. The Dryburgh barrier is only currently in operation for a few hours in the morning and the road can be already used at all other times in any case.
Bus Routes affected by this closure will be diverted as follows:
Routes 33 and 72: from Rock Lane, via Mill Hill Road, ahead Lower Richmond Road, Putney Common, back into Lower Richmond Road and Queens Ride to the line of route at Upper Richmond Road / Roehampton Lane.
Route 265: from Lower Richmond Road via Queen's Ride to line of route at Upper Richmond Road / Roehampton Lane.
Putney station: South West Trains will not be running through Putney station on the weekend of 6-7th February due to Network Rail's works to replace rails with continuous welded rails to reduce noise. http://www.southwesttrains.co.uk/engineeringworkland.aspx. Replacement bus services will run between Clapham Junction and Kew Bridge, and also between Clapham Junction and Twickenham. This is advertised on the SWT website and at the affected stations, where staff are also on hand to give directions.
Abbotstone Rd: Following a petition from residents in Abbotstone Road the Council is consulting residents and businesses on the implementation of parking controls all day in Abbotstone Road instead of for one hour between 9.30 and 10.30am. All day parking controls from 9.30am to 4.30pm currently operate Monday to Saturday on all roads east of Abbotstone Road in the A5 zone. Salt bins: There are now two locations for rock salt bins in Thamesfield for use by the public to clear footways in their neighbourhood. Putney riverbus: Councillors approved a strategy for more proactive lobbying of TfL to secure investment in riverboats to offer a more regular and efficient commuter service by river. Details can be downloaded at

Ongoing discussions have been taking place with Thames Executive Charters which runs the riverbus from Putney Pier and Wandsworth Riverside Quarter to introduce Oyster pay-as-you-go and they have now agreed to do this by the end of the year. TEC have also been invited to attend the Passenger Transport Liaison Group in mid March to answer questions from councillors regarding investment, increased frequency and development of the service.

Parks consultation
The Council wants to know what people think about the borough's parks to update its management strategy for the next ten years. As well as the development of parks, the park service looks after horticulture, biodiversity, park maintenance, outdoor sports bookings and allotments within parks. Issues it will consider include play facilities, walking, cycling, fishing, drinking fountains, toilets, dog control and barbecues. It is looking at ways of helping people grow food in public spaces and how local people can make a positive contribution to their communities.

Recent planning news

These premises overlook the river and Waterman's Green and are located beside Putney Bridge. Approval has been given to create a subterranean restaurant in vault spaces. The proposal involves refurbishing the long derelict building at 2 Putney High Street and extending the restaurant into hidden vaults which stretch north under Lower Richmond Road to the river wall. A new arched opening would be created in the river wall to provide access from the restaurant onto Waterman's Green on the Putney Embankment.
The site's owner intends to make a separate application to use part of the green as an outdoor seating area. Currently the space is poorly used by the public due to its isolated position up against the bridge wall. The 2 Putney High Street building is situated in a prominent position facing Putney Bridge. It has been vacant for at least twelve years.

* Felsham Road recycling bank you can now recycle cardboard, food and drink cans, mixed glass, plastic bottles, food & drink cartons and newspapers & magazines behind TK Maxx. Any residents, and particularly those who live in a flat with limited space to store orange sacks, can deposit the above items in the recycling facility throughout the week. As it is a residential area the recycling bank should be used ONLY BETWEEN 8AM AND 8PM.
Please don‟t dump your old clothes outside the charity shops in the High Street when they are closed or dispose of them in orange sacks – they can be recycled in Scope banks at Putney Leisure Centre, Leader‟s Gardens or Telegraph Road. All textiles including curtains, bedding, towels, handbags, cloths, rugs and mats can be recycled here.
