Plans for House Extension in Roehampton Conservation Area Refused
Scheme would 'overwhelm' the existing property says officer

Plans to demolish an existing extension on the back of a house in a Roehampton Conservation Area to replace it with a larger extension have been turned down after objections from a neighbour.
Rojo Design & Development applied for permission to knock down the single storey extension at the back of the four-bedroom property in Roehampton Lane, on the corner of Beech Close, to replace it with a bigger two-storey extension.
But a Wandsworth Council planning officer has taken delegated powers to refuse the application, stating "the proposed development, by reason of its height, scale, bulk and siting, would be considered an inappropriate addition to the original dwellinghouse. The proposed extension would overwhelm the original dwellinghouse and appear uncharacteristic in the context of its setting."
A Heritage Statement issued in support of the application had stated, "The extension is not excessive and will not be out of place with adjacent properties, there is no overlooking of other properties. The design will maintain the character of the Conservation Area and will not be harmful to the street scene or residential amenities of nearby dwellings".
The house is on a corner plot in the Westmead Conservation Area and is next door to the Roehampton Surgery.
Wandsworth Council consulted with five neighbours about the proposal and had one objection, which said, "The drawings and heritage statement lack detail as to the exact form and materials of the extension and how it would relate to the existing property; and the application is insufficient for a property within a conservation area."
Mr Bradley said in his report that the scheme would increase the footprint of the existing property by around 50% and entirely overwhelm its rear elevation. It would fail to comply with three local planning policies as well as the aims of the National Planning Policy Framework.
He added, "Whilst it is clear that thought has been given to the materials and design of the proposed development, it would still overwhelm the original dwellinghouse and relate poorly to local spatial character".
