Having checked with planning at Hounslow, though Adam is technically correct, that under Permitted Development Regulations, part 1, class E, ANY structure, forward of the primary front elevation requires planning consent, that issue, like any others involving changes to the property; windows, doors, walls, paving etc etc, would only be investigated when complaints are received, due to the more serious issues that require priority by the limited resources available, especially in these difficult times. When assessed in this regard the planning office has to take into consideration whether the changes are in keeping with the surroundings etc.Living in a conservation area of Chiswick myself, the addition of this 'bin' in the front garden adds to the appearance of the neighbourhood, compared with the situation where bags are strewn all over the place and black bins and rubbish bags lay abound. However, that said, if you live in areas of listed buildings, your neighbours may have a different view.
