As I understand it, Sutton Court Road is managed by Hounslow, so the decisions on the yellow boxes would have been fully in its gift. Possibly, Tfl, which manages the A4, might have been consulted about any potential knock-on effects onto the A4, but ultimately, the decision would have been Hounslow's.The A4, as Sam says, is managed by TfL. Since the pedestrian crossing across the A4 is not at the SCR/A$ junction itself but a few metres along, decisions on that pedestrian crossing would be taken solely by TfL. Again, potentially Tfl might consult with Hounslow, but ultimately it would be TfL's sole decision.
