Hi Danielle,This link goes through the various stages of the process after a parking PCN has been issued.https://www.londontribunals.gov.uk/eat/understanding-enforcement-process/parking-penalty-charge-notice-enforcement-processSo, assuming that you are still within the time you have been given to pay the charge certificate, you need to let that expire, wait for the Order for Recovery to arrive, and then make your Statutory declaration with the TEC in Nottingham that the first you were aware of this PCN was when you received the charge certificate. Given your experience with LBE and phone calls, sounds like there's no point trying to call them again, but do sent them an email, copying yourself in, saying that you won't be paying the charge certificate as this is the first you have heard of this PCN, and that you will be making a Statutory declaration with the TEC, once the Order for Recovery is made.
