CPZ charging levels

Hi I was renewing my CPZ permit and I thought the charge a bit high so I checked the emissions table that is used to calculate charges. OK, so my emissions are also a bit high but within the ULEZ level 4 (petrol) requirements.Does anyone know the algorithm used to do this calculation?(fwiw, if I had off road parking it wouldn't matter how high my emissions are. Seems a bit strange that I have to pay to park off road - I would have thought that covered by Road Tax - but not in my driveway, if I had one. After all, the level of pollution doesn't drop if parking in a driveway).

The law hasn’t changed. Perhaps people just aren’t aware of it or just don’t have the money to fight a lengthy court battle.

Reading that article, that case was over 10 years ago. You'd have thought if there was any mileage in pursuing this, someone else would have done so by now.

It’s a tax rather than a charge, designed to price you off the road. CPZ schemes aren’t supposed to be revenue generating but councils get away with it.
