Turnham Green travelling funfair

What is the legality of fencing off and charging money to enter the green when the funfair is on?Is it common ground or not? who owns it, and who is allowed to fence it off? Who gets the money, and what is it used for?In many decades, I have never seen a funfair anywhere else that charges just to let you in (except here, last year)

I seem to recall they have charged entry fees in the recent past.  Perhaps a year ago. I didn’t pay..

Ask LBH they insist on security as do most council now as to Entry  fee I’m not sure itsnot something ever done befor could be new requirement. Needs to be clarified or to keep undesirable patronsOut!!
