Yes, Recycling is an end of life solution for many items. It is just a simple separation of items which can and can't be further used in some way. Everybody seems to have forgotten the Reduce and Reuse which originally came first and certainly forgotten the much longer: Refuse, Reduce, Reuse, Repurpose - and I think there are sometimes more options which come first before - Recycle!It seems other countries governments are supporting the ways in which waste can be reduced more enthusiastically - and the earth's resources being kept in use for longer - than ours is.
