The argument of the necessity of structural reform is typical of those who have enough money to pay for their own healthcare, and resent having to pay for others. You can cite inefficiencies, obesity, drug use, etc, but the main cause of the virtual collapse of the NHS is, quite simply, chronic underfunding.
