Penalty Charge Notice

What a disgusting trick the council just played on my 17 year daughter, learning to drive,by putting 2 Penalty Charge Notices in the same envelope, both looking the very similar, unless you look very carefully,she was thinking just got a duplicate. Paid £65 for one straight away and yesterday received a fine for the other one doubled £195 please someone explain 2x £65 adds up to that.for non payment.Would understsnd £20 and take it for not reading the sign £65 to £195, the council staff and MP should hold the head in shame for ripping people off, I now what Robin Hood felt like.Max

It seems that there were two contraventions, each with a penalty of £130 but discounted to £65 if paid within 14 days.  As the second one wasn't paid, it became £130 after 14 days.  After 28 days without either a payment or a challenge, you got a Charge Certificate which increased the penalty by 50%, i.e. to £195.I'd like to investigate further, as it's very odd to get two PCNs in the same envelope.  Were these fixed to the vehicle or sent by post?  Which council?If you can send to me at parking@rjen.uk the two PCN numbers and the vehicle number, I'll see if there's any way to fight the second PCN.  Don't pay the £195 yet.

Afternoon Richard thanks for looking at the post, a bit of reinvestigation, I've been told the PCN,s came in different envelopes But came in the same post in the morning,that's why it was thought it was a duplicate after a quick visual check, and I have all ready paid £195 to the crooks.i just didn't want my daughter to worry about it.

"I have all ready paid £195 to the crooks. i just didn't want my daughter to worry about it."I assume these were two PCNs for violating a No Motor Vehicles sign, probably the same sign in both cases.  Does your daughter realise why she got the PCNs?  If she's still learning to drive and hasn't got a full licence yet, does the person supervising her realise that they allowed her to break the law?I can understand that you didn't want your daughter to worry about the cost, but she should be concerned about how to avoid such PCNs in future, as should the person supervising her L-plated driving. I'm still willing to explain further if you email me the details I requested.
