If 20 houses are under W4 3NR then those who have registered under that postcode will share the money. But you have to claim it. If 3 are registered under that postcode and only two claim then only the two will share the prize. BUT..I think the third persons money who did not claim is not shared so if its £300 and 2 out of three registered claim you will get £100 each and not £150.That is how i have read the rules quicklySo if you win the main draw of £200 and twenty people have registered and all claim your get £10 each Whooop Whooop

If this is a free draw where do the winnings come from, do they sell off the postcodes.

AFD (which is my preferred source of postcode information) shows 43 households under W4 3NR.  A few look like duplications, such as flats included as well as the whole building, but I reckon there are at least 35 distinct households at that postcode.  So it's less than £5 per household if they all respond.
