"It looks a bit close to the river. Shouldn't it be a bit higher?"The walkway was designed to be 4.9m AOD (Above Ordnance Datum) at its lowest point under Barnes Bridge. The highest tide this year at Barnes Bridge is predicted to be 4.58m AOD.The walkway might be under water on occasions, but that's true of other parts of the Thames Path, e.g. the riverside path at Strand on the Green. If they'd built it higher, wouldn't there would be headroom problems under the railway bridge?
