Food on display

Can I ask how the many Artisan (and non-artisan such as M&S) are allowed to get away with having their bread/cakes etc on open display with no coverings. Aren't there any byelaws for hygiene? It only seems more stupid when they then handle the products with tongs and gloves, after they've have all been coughed, breathed on and handled by toddlers in prams.Spain, with all it's abundance of Tapas long ago introduced a law that they are now all covered, hot or cold.

So sticking up for retailers to be able to display goods how they so wish and people then decide whether to buy or not is now rude? Guess we have had the stuffing really knocked out of us.
