Obvious question is why has the right turn been closed? There does not seem to be any obvious reason. Looking at the traffic this morning and again this evening, SCR is at a standstill backing up to at least the Town Hall. People who would normally turn right onto the A4 seem to be going over the junction onto SCR south of the A4 doing a U turn to then get back to the A4/SCR junction and then turning left onto the A4 westbound on basis that it is a lot quicker than going up to Hogarth roundabout and doubling back.
