Burlington lane entry barriers

Does anyone know who I would contact to suggest they remove the Burlington lane entry barriers from the A316 until the A4 works are finished.   Both the A316 and the A4 are very busy and getting to the train station in the morning would be much easier than having to carry on the A316 and then turning right at stavely traffic lights.  It would ease some traffic on the A316 as well in this busy time.
