Indoor security webcam

Was thinking of dipping my toe in this arena this afternoon  as there is a 40 pound wired one in argos that might meet my needs.  The thing I need clarification on though is this. I want to use one of my old phones as the monitoring screen but it has no sim card or has one but is deactivated after porting my number ages ago. So is that going to work ?  From my guess if you are in wifi range (ie in the house) of your router , it should just use wifi to your router then wifi out to the cam and back.  As I don't intend to take the monitoring screen outside the house , I should not need to do anything with 4g remote access and port forwarding.  Is that right ?

You can probably get a decent indoor camera for around £40 - Amazon do the blink one and there's a decent one from TP Link.As a viewer, you might want to consider a second hand Ipad mini - you can pick up the Ipad mini 2 for as little as £50 - although if you go for a quality refurbished one with decent battery, it will be £100-150.  If your phone doesn't work without a sim, you can just put in a PAYG sim and not put any credit on it.
