I hope you can at least now accept that Councillor Biddolph was wrong to assume that flytipping and graffiti are not regularly reported in the west of the Borough compared to Chiswick, that she was therefore wrong to assert that a significant cause for this supposed underreporting was an inability of residents there to speak English, and that she was therefore incorrect to conclude that this supposed underreporting demonstrated residents were not engaged and instead lived in "very different circumstances... along many of the roads".Of course that does not mean for one moment that a lack of English should not be recognised as an issue, or that resources should not to be focussed on those with most need. But instead Councillor Biddolph made gross and incorrect assumptions to play up a supposed division between Chiswick and the rest of the Borough which had no underlying foundation. If that mistake had been made in good faith, shouldn't an apology have been offered?
