Cat fencing/proofing a garden

My mum is looking to install cat fencing to the walls of her first floor terrace to secure it from her cat escaping. Can anyone recommend a specialist company/handyman/fail safe (discrete) system they have been happy with?

I used Protectapet to do my garden They were brilliant.  Some like Freedom Fencing but the downside is cat has to wear a collar which gives it a mild shock when it goes beyond the boundary which personally I don't like the thought of.  It's well worth doing for peace of mind.
