Staveley Road Exemption Form for Grove Park

Was sent this form to apply for permission to drive into Staveley Road as resident of FR CPZhttps://www.hounslow.gov.uk/xfp/form/417Seems to work - need proof of address and vehicle ownership doc.“ Thank you for submitting your Vehicle Exemption form to the London Borough of Hounslow. Please note that the Staveley Road access restriction will be made operational early in the New Year. Your application for vehicle exemption will be processed prior to the scheme going live. In the meantime to avoid being issued with a Penalty Charge Notice you should avoid using Staveley Road (between the A316 and Burlington Lane) during the current operational times. The current operational times are 8 – 9am and 2.45 – 3.45pm (Mon – Fri). These will change, once the new access restriction is in place, to 8am – 7pm (Mon – Sat). Should you require further information in the meantime, please email traffic@hounslow.gov.uk  quoting the reference number above.”

Once this starts there will only be one way into Grove Park for any non residents on week days and Saturdays and that will be via the A4  -either Sutton Court Road or Harvard Hill. All other roads in will be restricted or blocked.Staveley Road - permits only 8am - 7pm. Grove Park CPZ can apply. Sundays openHartington Road - permits only (just 2 small CPZ can apply). Applies 24/7Burlington Lane - blocked 24/7Thames Road - ‘access only’ 24/7Sutton Court Road - open, for now.No doubt some will shout Hurrah, until they need an emergency plumber etc.

I too filled in one of these applications, and in November received a letter, in the name of Seth Twombley, which contained the following passage:'Your address means you would be eligible to apply for vehicle exemptions, however due to a processing error with the e-form, a rejection notice was sent to you on this occasion.Please accept our apologies for any confusion this may have caused.You will not need to re-apply, this scheme will be due to start early in the New Year and I can confirm your application will be processed prior to the ‘go-live’ date.'I think this means I will have an exemption, but I wouldn't say it's crystal clear.

Just to mention.....Per letter received from the Council on 16/12/21 the latest updates on restrictions:Staveley Road, Hartington Road, and Thames Road (SOTG) will all have the same operational hours of 8am-7pm Mon-Sat once the schemes go live on Jan 24th. Burlington will be exit only onto the A316 at all times from Jan 24th (yes, blocked as an entry point to GP for all but exit will be fine).The Grove Park Primary and Cavendish School Schemes will retain the same restricted hours as currently in place.

I noticed today that the new No Left Turn sign into Staveley Rd (by the school) coming from Chiswick Bridge, had been taped over. I hope this was official and not some disgruntled bod, because we turned left. .

That sign is in preparation for when they close the road. Put up too early then they had to tape it off.

For someone who is not a resident of Grove park or Hounslow, I find the details of these schemes very unclear. Presumably if there is meant to be a no left turn from Great Chertsey Rd into Staveley then there will also be a no right turn into Staveley if one is travelling south from Hogarth Roundabout. How then does one reach the car park for Chiswick Sports centre or for that matter the cemetery? My understanding was that the restriction started/will start (I’m totally confused about WHEN these schemes will operate) AFTER the entrances to the sports centre/cemetery. So any no left or no right turn will need to specify what access is allowed. I’m afraid it seems like a right mess. I now avoid this whole area (probably the intention) except I often need to drop off/pick up at the sports centre.  Can someone clarify the rules now and upcoming for Staveley Road?

Please click on the following link and go to point 11. It explains what will happen with cemetery and sports hall access from Jan 24th when the new scheme goes live...however, it does not address the period from now until the 24th so presume the existing restrictions are still in force but just my interpretation, can't find anything online or in the letter sent to residents...tinyurl.com/hupne59a

David It does seem like Grove Park’s traffic has been designed by Escher!Here’s what they say about the cemetery and sports club“11. Will I still be able to access the Chiswick Sports centre on Staveley Road, and Chiswick New Cemetery?Yes, the restriction is proposed to start northwest of the access to Chiswick Sports Centre, therefore access to both the school entrance, and the sports facilities, as well as to the cemetery entrance nearer the A316 junction, will be maintained via the A316.The car boot sale at Chiswick School takes place on Sundays, so will not be impacted by the restriction on Staveley Road which operates Monday - Saturday.”The comment about the Car Boot sale once again shows complete lack of local knowledge. Traders arrive as early as Friday. I’m told by an organiser they will have to queue elsewhere- Riverside was mentioned. No idea how that will work, and neither have LBH…

Thanks for link at least there’s one road I can use to get home from A316. Tried the Exemption Hartington Road no joy there. Silly me thinking as I live in Fauconberg I’d be allowed to use that road.

If the restriction is starting some distance along Staveley Road, then can a 'No Left/Right Turn' sign from the A316 be appropriate?

Peter, I don't think it would be controversial to say that the past two years have revealed two things about some Chiswick drivers: they are not very good at observing road signs AND they are quite unreliable witnesses. It isn't a "No Left/ Right Turn" sign. It is a sign showing that there is a restriction on the road after you turn left or right. Also, while I am here,  people like Russell criticising the Council for a lack of local knowledge might be more credible if they a) actually knew the timings of the new restrictions and the Council's decision to make them the same (8 to 7 Mon to Sat) for all three camera enforced streets (Hartington, Staveley and SOTG/ThamesRd) and b) knew about the existence of Park Road, Milnthorpe Road and Eastbourne Road as unrestricted entry and exit points for motor vehicles to the South Chiswick LTN.None of which assists with the real exercise here: strenuous teeth-grinding buttcheek-clenching levels of pearl clutching.

Strange, unless cameras have been installed over the Christmas holiday period on Stand on the green / Thames Road restricted route. Because, so far a local van driver has been entering the access only road via Kew  Bridge to travel along to Grove Park Road to get something to eat at the cafe in the parade of shops adjacent to Grove Park Bridge, without getting a PCN.The driver has also driven back in the opposite direction and still not received a PCN. So when do the cameras actually get installed ?

With restrictions on Saturdays until 7:00pm would somebody explain where all the cricketers are supposed to park when they arrive to play games that start at 1:00pm ??  Please don't say the car park on the A4. That would be very expensive.I don't suppose the Chiswick House people would let them park inside the ground by the pavilion.  If not then don't be surprised if there are a lot of cancellations and considerable loss of income.

Thanks for the replies to my query. I shall continue to drop off or pick up at Chiswick sports centre without fear. Still this scheme does seem unnecessarily restrictive if it prevents access by car to visitors as well as through traffic.

Same place they've always parked. They just have to drive in via Park Road, Milnthorpe Rd, Eastbourne Rd or Sutton Court Road instead of via Staveley Rd.

Cricketers have always parked in Staveley Road so how are they going to do that if non permit holders cannot drive IN Staveley Road? From my memory of driving in the area there were very few parking spaces in Park Road or Sutton Court Road. Somehow I don't think finding spaces for up to 10 cars at any one time would be possible in the other streets you mention. Clubs will just not bother and find other places to play depriving the CH Trust of £250 per game.  They won't be happy about that.

The can still drive to Staveley Road and park on it from the roads I have mentioned. They just can't access it from the A316. They can drive directly down Park Road and park their cars to the west of the barrier on Staveley. Or they they can drive down Sutton Court Road and then access Park Road by the co-op and drive up to Staveley to park their cars on the east side of the barrier closer to the entrance to the pavilion and pitch.

From what you say, driving into Staveley Road from Park Road or Sutton Court Road is permissable without permits. So that should enable, if they are lucky, 3 or 4 cars to be parked in Staveley Road without permits?  Where do the other 6 - 7 cars park? From what I have seen of Hounslow's traffic management by the time Summer arrives the rest of the roads will need permits as well. Who in their right mind places restrictions like this on Saturdays? Why not Sundays as well?

There is no change whatsoever to the parking on Staveley Road around the entrance to the pavilion. It is exactly how it was before. I am baffled as to how you have come to the conclusion that parking is now 30-40% of its previous capacity. It is exactly what it was before. 100% of its capacity. So if 10 cars could park there before, then exactly 10 cars will be able to park there now. The restrictions have nothing to do with parking. They are designed to stop 10,000 cars rat running every day through the residential streets that you want to park on next to a lovely park and cricket pitch. They allow you and your fellow cricketers to enter and park for your purpose. As they should.

Winston Smith says do not forget that the following parking protection applies on a Sunday.  Any Sunday, since August 2021 : -“amend the operational times in the Strand-on-the-Green and Stile Hall area controlled parking zones to Monday-Friday, 10am-Noon and 6-8pm, and on Saturday-Sunday, 2-4 p.m.”Thus the Obergruppenfuhrers state that free parking near the Thames river is verboten either in the early evening or on a Sunday afternoon.  But Seriously: my wife used to live in Frankfurt am Main where mowing the lawn was forbidden on any Saturday afternoon or on Sunday.The residents may reap the whirlwind from visiting family/friends or delivery drivers once the Burlington/Staveley/Hartington/Thames Road penalties arrive.Why not go to central chiswick where many park on Saturday afternoons and also on a Sunday!  Good luck remembering all this….!

Paul  - i think he means that people used to park on the section of Staveley alongside the school grounds which is now banned unless your have an exemption, plenty of parking there which now presumably can't be used

This is from the front page of the CHISWICKW4 web site."Residents Reminded To Get Exemption from Staveley Road Restrictions"Note the word "RESIDENTS".I would estimate at least 99% of the cricketers are NON RESIDENTS so the restrictions apply to them do they not??Is there anyone out there who can clarify this situation?

I've clarified it for you Derek but I will try again. There is a camera restriction on Staveley Road near the A316 junction which non-residents cannot drive past to enter the Grove Park area. Non-residents can enter the area through the other roads I mentioned to you - Park Road and Sutton Court Road being the most relevant for the cricketers. Those non-resident cricketers can then drive to Staveley Road via the routes I mentioned to you and park on Staveley Road near the entrance to the cricket pavilion. Non-residents that enter Staveley Road via Park Road can drive up and down it to their heart's content, park on it whatever they like as long as they do not drive past the camera restriction which is signed near the A316. Residents in two CPZs in Grove Park can apply for an exemption to the camera restriction which means they can drive into the area from the A316 in addition to being able to use the unrestricted roads that I mentioned to you. There are no new parking restrictions.

And also the residents on the east of the A316 Homefields Ward south of the A4 can apply for the exemption as they successfully argued that they needed access via Staveley Road to services in Grove Park. The Council listened and extended the exemption to those residents.

"Clarity" at last.  Pity you didn't just say it applies to Staveley Road between Burlington Lane and the A316 in the first place. So the Richmond CC just have to drive from Richmond up the A316 to Chiswick roundabout, turn left onto the A4 then left again into Park Road or Sutton Court Road and hope to find a parking spot. Or can they turn left into Burlington Lane from the A316 then right into Staveley Road?  Should be rich pickings for Hounslow Council from visiting teams !!

And also local businesses are no longer able to access their customers freely and easily. Ditto tradespeople. And Ubers, etc. It takes too long and comes with too much risk. Not a great combination for any business let alone those recovering.So don't be alarmed when you are refused delivery or have to eat the cost of PCN's when the plumber comes a calling.

No they can't turn into Burlington Lane from the A316. That is going to be physically closed to all including residents.If you are worried about visiting teams getting fines then I suggest that the home team provides guidance to help them avoid doing so in the fixture notes. Really though all drivers need to get used to looking at road signs as a matter of routine as there are going to be many more of these types of restrictions on motor vehicles all over London in the coming years.

Paul.  I am fortunate enough to live in a Borough that treats it's citizens with common sense (usually) and not one like Hounslow which seems to have a massive grudge against Chiswick.  I would just like to see RBK&C doing something along the lines you are forecasting for Chiswick.  It's time the residents created mulitple action groups to vote the ruling junta out of office at the next local elections.Pity you can't vote yourselves into another Borough. I don't think even Ealing or Hammersmith would be as bad.

Hammersmith is also implementing LTNs like this and has done so very successfully in south Fulham north east of Wandsworth Bridge. Residents there were opposed to the measures and are now overwhelmingly supportive having experienced the benefits of removing thousands of rat running cars from their narrow residential streets. Their streets are safer, quieter and less polluted and naturally the relative increases in the value of their homes will reflect that over time. And they have discovered that deliveries, taxis and tradespeople still come to their houses and that the inconvenience of a couple of minutes extra on some of their own driving routes is massively outweighed by the upsides of living in a much better environment. Residents of Boroughs whose Council lack the vision and leadership required to deliver safer streets programmes like these are the ones that are having the quality of their future lives compromised and are being badly let down. Very well played by the democratically elected Hounslow Council who are fulfilling their manifesto pledges to their voters and doing the right things to reduce the dominance of cars on our streets along with all the negative and harmful consequences the car monoculture has caused to communities.

Don't have to guess who you will be voting for then.Do you actually drive a car?If not I sincerely hope you don't get injured by cyclists while trying to get on a bus and having to cross the bike lanes to reach it, or while walking the pavement and being mown down by illegally driven E-Scooter riders.

Yes I do. Not for local journeys though because I have become too aware of the damage able-bodied people cause to society by using such an inefficient and high polluting method of transport as a matter of course for short journeys in urban environments. I would never use my car for the school run for example for this reason. I  take the bus, tube, train cycle and walk locally and across London. Thank you for your concerns but having experienced all of those I think I will be fine and I am very pleased to see progress being made in giving people more freedom to choose healthier and less harmful ways of moving around our area and also the freedom to live healthier lives as we reduce the damage cars cause to the community. I should have added that the residents of south Fulham north east of Wandsworth Bridge are now agitating for their own LTN. They have seen what their neighbours on the other side of Wandsworth Bridge Road have got and they want a piece of it for themselves. This is how it is going to play for the next five to ten years across London. You are right that I won't be voting for anybody who stands on a pledge to maintain the supremacy of the car by removing cycle lanes or healthy streets schemes. We saw what happened to the Mayoral candidates who tried that in the most recent London elections. It is an increasingly fringe position for any politician to take and a high risk one for young people wishing to start their political careers as Councillors in particular.

I as a resident applied for exemption to the Staveley Rd school street scheme ( 2/3 months back ).I was led to believe that i do not need to re-apply to the new scheme. Is this still true ?

I asked similar and was given the URL in my original post as a reply, and told I needed to apply again. My neighbours report the same. None I’ve spoken with are happy with what’s going on.

On the way home tonight the signs for the new times have been uncovered and showing the new restriction times.So has it gone live already or have those fox’s managed to climb up and remove the tape masking the information.I had to apply again with a copy of my log book and council tax

They were running a separate database for Hartington exemptions. I guess the same is happening here. I asked why they were doing it this way, given that they had state of the art software, and never got a proper reply. If by "I was led to believe" you mean you received an email confirmation stating that you do not need to re-apply, then you should not need to re-apply. I received such an email a few months ago, will therefore not re-apply (but will keep it safe just in case and will simply provide the proof if need be)!

But why are the new restrictions signs installed and uncovered showing the new all day times. When it’s  been previously posted on this forum, that the new scheme doesn’t start until the 24 th January.Unless some kind individual or the heavy rain we’ve had, has removed the black and yellow tape that was covering the new time restrictions, or has the start of the new scheme been brought forward?

It appears not to be working form 417 myself and a neighbour are unable to upload our info. (Yesterday and today ).Error message http 500 appears  and does not appear secure ( no padlock sign ). Have e- mailed the traffic team as per info on form. Awaiting.

Last update i hope. Tried again today failed for 3 vehicles.Tried 2 vehicles failed. Yes tried one at a time and now gave 3 application references yippee.System directed me to old form 130. Manually put in 417 earlier today ( failed). But success later in day and the form number was showing 418 what the f...!"I get knocked down i get up again never going to keep me down" Thanks to all with suggestions and info.
