Strand on the Green parking fines

Hi my son got signed for parking on Strand on the green on a Sunday they have change the restrictions so please be aware

Thanks for the info. I thought it was just Saturday…. Will check road signs tomorrow but looking online I think it is now mon-Fri 10-12, 6-8pm and weekends 2-4pm.  I need more visitor parking permits….

Yes that is correct they kept quiet about that I’m unfortunately my son got a £55  ticket it’s impossible now to go to Hartington Road or Strand on the green without getting nervous!  no wonder all the restaurants and bars are suffering  LBH  not making it easy for them

The changes did receive publicity prior to implementation and were supported by the local residents' association. I presume local residents would have received a letter about the changes as part of the consultation. As far as I am aware the only notification the council is obliged to give is a notice in a local newspaper. Whether they have fulfilled that obligation by placing it in a paper which is not distributed in the area is questionable.http://www.chiswickw4.com/default.asp?section=info&page=cpzrow046.htm

In the post today was a letter from the Council re South Chiswick Liveable neighbourhood. For SOTG it says restrictions are now amended to 8am-7pm Mondays to Saturdays.. more extensive than now. Suspended during holiday period 20 December until Monday 3rd Jan 'to support movement of traffic during this period'.  I don't have a car, but my cleaner does... and only 10 visitor parking booklets per household per year. Hm...

"For SOTG it says restrictions are now amended to 8am-7pm Mondays to Saturdays."Does this refer to the Strand on the Green CPZ times, or the No Motor Vehicles Except for Access scheme which at present is in operation at all times?The CPZ times were changed in August to include weekends, presumably because of the football stadium just outside the zone. I can't see any Traffic Management Order that updates those times.

The letter says: 'SOGT Trial Access only Zone restriction is to be retained on a permanent basis. The operational hours will be amended to Mondays to Saturdays 8am-7pm. Please note that exemptions will continue to be in place for buses, taxis and for access. The report outlining the decision to revise the times for this restriction can be found on the council's website: https://tinyurl.com/464nfte8.  The 'except for access' exemption means that vehicles are permitted to enter the zone to access residential properties and businesses. Vehicles that do so are then permitted to exist the zone at either end. Vehicles that drive into the zone must not pass through both points as part of a journey through the area....

So I think you are right Richard, the letter refers to No Motor Vehicles access, rather than CPZ which, according to the Hounslow website says: Mon-Friday 10-12 and 6-8pm, and Sat/Sunday 2-4pm. Sorry for any confusion (I am still confused :))

Vehicles that do so are then permitted to exist the zone at either end".So, having entered from the Grove Park Road end, does anyone have the magical answer as to how long exactly you have to stay within SOTG before exiting at the Kew Bridge exit? I had to go to Ken Hammond's yesterday and then to B&Q and this involved a ridiculous journey up to the end of SOTG before travelling back via Sutton Court Rd and Chiswick Roundabout.

As I understand it, there is no time limit - large or small - for your access to somewhere in the zone to be counted as 'access'.  It's only Hounslow's proposal to use ANPR cameras to measure the time taken to pass through the zone and to try and translate that into some offence that's introduced the concept of 'how long have I got' into the debate.

All you need to do is access something. Why not stop the car, get out of it, look at the river for 5 minutes and then carry on. Obviously if your average speed between the two cameras (do they even exist?) is 20 mph or more, it's quite likely that you weren't accessing but simply drove straight through.

Looking at the River wouldn't do it, for as others have mentioned, the 'Except for Access' exemption means that 'vehicles are permitted to enter the zone to access residential properties and businesses.'  So buying a stamp, or knocking on a random door and then driving off should be OK!

True, but unless you are filmed for the entirety of your journey from the entrance to the exit of the ‘zone’ any timed camera enforcement is going to be unable to distinguish between a stop at a residential premises or business and a stop by the river.

As has been suggested, to make a case for infringing an 'Except for Access' zone you really need to be observed throughout its length, which is virtually impossible unless you're followed by an enforcement vehicle. So I don't see how they're actually going to enforce this restriction, bearing in mind they have to prove you didn't 'Access' anywhere, which the 'timing' cameras won't do, rather than you having to prove you did.

Haven’t they got the same set up on Green Dragon Lane (Between South Ealing Road and Kew Bridge Road ). There’s only a camera and each end of the road
