ANPR and ULEZ compliance

Does anybody know if ANPR cameras being installed by councils in the area will also be able to monitor ULEZ compliance?

I got a letter last week telling me that my car was soon to be uncompliant. So they know if one has one registered to an address. I just changed it for a compliant one....

A few months ago I was told by Mark Frost, then head of transport at Hounslow council, that, no, cameras can't have dual (or multiple) purposes. They might also be installed by different authorities: TfL is responsible for ULEZ cameras; many of the ANPR cameras will be LB Hounslow or LB Ealing cameras (depending on where the cameras are, of course!).

I've thrown away the letter but I think it was a London-wide / Mayor of London thing, not a borough one. I may be wrong. So if they know I had the car they could presumably chase up very quickly after 25 October and keep tabs?

I can't imagine the vast number of ULEZ cameras they'll need to detect all the non-compliant vehicles not just entering the new zone but moving around inside it.
