Does anyone know who owns the responsibility of charting the traffic restrictions in W4 on a map?

Nobody. If there was a requirement to chart all the traffic restrictions on a map, I guess it would be the local boroughs (Hounslow and Ealing) who would do it for W4, but I don't believe that such a requirement exists.
