CAR SCRAPPAGE SCHEME

https://tfl.gov.uk/modes/driving/ultra-low-emission-zone/car-and-motorcycle-scrappage-scheme You need a degree to wade through this from TFL.   Does anyone understand this and is there a simpler way of sifting through it all?Once the mayor extends the congestion zone out to the north/south circulars I shall be unable to use my old small car as it just fails the emissions test.   This is a a disaster for a disabled person for whom the freedom to drive to my local GP/Chemist/C.House/all less than 3 mins away but beyond my ability to walk.   Visits to Chiswick Hi Road, Turnham Green Terrace, Devonshire Rd are out - no way can I walk to a bus stop.    Many of my friends live in Kew, Richmond, Twickenham very local journeys, often arranged at short notice for a quick coffee, social gathering/lunch.   My independence will be wiped out when this congestion zone is installed north of Chiswick Bridge!

Jennifer, don't know the answer but hope someone will come upwith a sensible solution, did suggest those who rely on a vehicle be exemptbut probably like expecting your dog to cook dinner for you.  I'm veryconcerned for anyone in your situation.

Looks as if it's linked to benefits so some who need help and not on benefits will lose out, have you talk with your doctor about it who may knowof a way to help.

I can help you on this as I’m working through it myself.My car is an 11 plate diesel. It will not be ULEZ friendly therefore I’ve had to buy a petrol car instead. It’s second hand but on a 13 plate and overall I’m happy with it.For one to be eligible for the scrappage scheme, one must be on a low income or receive some sort of benefit. The exact list can be found when you are filling in the application.One thing to note: the car MUST have an MOT, insurance and be taxed at the time of application.One must send in proof of all this on the application including ALL FOUR PAGES of the V5C log book.It takes approx 6 weeks before one gets a reply due to the high volume of applications.Once accepted, you will be sent the paperwork to drive your car to a scrappage centre and approx 2-3 weeks later you will receive a cheque for £2,000 to go towards any new car.If I can be of further assistance let me know. I’m happy to help you with the application if need be.

Jacqueline  Many thanks - I sent you a P.M which said it had been sent but who knows.  Are you related to Paul Lynch at all. his house is a few mins from mine.    I would be most grateful of any help you can supply.  I dread having my independence dashed and being consigned to the four walls of my flat, totally reliant on visitors and unable to visit even my GP.  What a way to end 83 years of paying my taxes since 18 yrs old!

ULEZ means nothing to many and all to 'not so many'. As a 'not so many' i'm furious I have to scrap my 2006 bought from new MPV French motor that in 15 years has just clocked 30,500 miles (an average of 2000 or so miles a year.) With full service history it's still a very reliable runner I do not want to lose. Because of its age I'd get peanuts to sell it. Meantime, I'm faced with buying a new car I don't need. Mayor Khan is throwing people like me into the arms either of new car sales people or secondhand car sharks.

Mayor Johnson announced the start of the ULEZ (to start after he'd left office as he went on to be an MP).  He does get credit for that. The situation regarding air pollution though has been going on for far too long with no-one daring to do anything that would alienate voters.  Two court cases lost by the UK Govt in the High Court, lobbying by UK at the EU. It's a wholly shameful state of affairs.If you lived in Paris you'd no doubt have problems with the system they have brought in there.We have had a lot of warning about this extension and it is really not before time.  Unfortunately there are always some winners.  Would that it were different.Jennifer, I have always found Age UK extremely helpful for signposting to where you can find help with particular challenges.  I don't know where the person came from who interviewed my in-laws so that they got Attendance Allowance.  This was a great allowance for the housebound because they could use it how they wanted eg for taxis when they needed them, or for someone to go and do their shopping and fetch prescriptions or cook meals etc.  There are many people who are eligible for allowances but do not claim - mostly I suspect because it has been made so difficult.  There are also widows who have not been getting their husbands' pensions that they were eligible for and a pension top-up if you are not getting enough.Some sort of benefit can be a qualification for further allowances/benefits like the TfL Scrappage Scheme.  I'm no longer up to date on what exists but Age UK is good on this and sometimes you also get help from the doctor's surgery on how to claim or where to go.I know that when this ULEZ extension was first announced VW started to offering a special trade-in deal because someone I know had a look but decided to wait and when I googled I found the following website.  I can't recommend it because I've never heard of it before but it does give some leads as to who may have trade-in deals and help I think in understanding what is necessary to be eligible for the Scrappage Scheme.  (They would also of course like to sell you a car!)https://www.carwow.co.uk/scrappage-scheme#grefThis is better known (and a good article):https://www.autotrader.co.uk/content/news/car-scrappage-scheme-uk

One has sympathy for Jennifer.I'm in the same boat.I'll be keeping my non-appliaint car outside of Chiswick..where I can happily meander in Brentford,Isleworth,Richmond and Twickenham etc..and make trips to Chiswick (my birthplace 82 years ago) with my Freedom bus and train Pass. Blow selling the car!

Good idea Jim but firstly don't know anyone with a garage or spare parking place in Richmond and Public Transport is not an option for me as can't walk to bus stop or station!  Life gets really difficult as disabilities affect you but at least I've been able to keep my independence with my car and maintain a balanced and reasonably happy life - all wiped out at a stroke!

What if you're a longtime resident within the ULEZ zone owning a non-compliant ULEZ motor? Can one claim exemption so long as one doesn't motor outside the ULEZ boundary?

For some people Zip Cars could be a viable option rather shelling out thousands for a car that is little used.Zipcar - Car Sharing | The Alternative To Car Hirehttps://www.zipcar.com/en-gb I haven't tried it but I looked into it for my daughter. Seemed OK.

How does that work if you can't walk to where the Zip Car is, or do they deliver it?  Will the pick it up from my home?  Also what about drivers over 80???

Depending on the level of disability, a Motorbility car would probably be OK to drive into and around the extended ULEZ zone, or you get a few years grace if you've got discounted disability vehicle tax on your existing car.Unlike the existing congestion charge, there's no discount for residents living inside the ULEZ zone, so any journey to and from your home, however short, could clock up a £12.50 daily charge. That would add up to about £4500 a year, which would go some way to buying a replacement compliant car.
