Green waste bins - a question

Looking on LBH site, talks about a discount for green waste collection. Some discussion ‘down the local’  as to what qualifies - is it the single occupancy tax reduction, or do you need to be claiming benefits of some kind, or does being retired qualify for the discount?

You have to be poor enough to get a reduction in your Council Tax (NOT just the single person's reduction) to qualify for this.
