Hounslow Council - Heart of stone or heart of gold?

Has anyone asked Hounslow Council, by Freedom of Information Request or otherwise, what proportion or number of parking or other traffic PCNs in recent years were challenged by an initial representation and what proportion or number of representiations were successful?  In other words how likely is it that a representation will be allowed?

Anecdotally standard operating practice over the years has been to reject every appeal no matter how strong the grounds are but the council have been more reasonable with appeals regarding more recently introduced measures e.g. Turnham Green Terrace when people were genuinely confused over access requirements. Secret appears to be, as with so many things, be polite.That said it would be a very good FoI request to make.

Hounslow had 510 parking appeals referred to the independent tribunal last year (about average for London Boroughs). 36% were allowed, much better than the average 58% across the capital.https://www.londoncouncils.gov.uk/services/parking-services/parking-and-traffic/parking-information-professionals/information

An appeal to the adjudicator can only be made if the previous appeal to Hounslow was rejected. The fact that only 36% of parking appeals to the adjudicator were accepted is an implied recognition of the quality of Hounslow's staff who deal with formal appeals to the council.The equivalent figure for Ealing is 63%.

Was last year a normal year? As has been previously mentioned Hounslow Council did show uncharacteristic leniency with regard to appeals relating to the Turnham Green Terrace access restriction which would have made up a significant proportion of the total. This might not have been generosity of spirit but the realisation that if the adjudicator allowed an appeal it might undermine the basis for a large number of other PCNs.

"Was last year a normal year?"Yes. The year that Guy reported on was 2019-20, presumably the financial year ending on 31 March or 5 April 2020.  The LTN restrictions didn't arrive until June 2020 or later.The statistics for 2020-21 have not yet been published.
