I just had a walk down Park Road for the first time in ages — I didn't realise that the barricade had been augmented with traffic signals. Tom, is this anything to do with you?

But what does it mean in terms of ingress and egress to/from Park Road ?

I'm not sure but I think mostly it's to provide time for pedestrians to cross - it has green/red man lights.
