Michael - when are you going to learn? Now would be a good time for you and your Hounslow Cycling mates to start apologising for the shambolic anti-car agenda that Hounslow Council has been implementing under your direction. These road schemes are Frankenstein experiments that should never have seen the light of day.Significant and fundamental changes like these SHOULD NEVER have been driven through without a full public consultation process. Experimenting on a live system without listening to "the patient" is just plain daft. The excuse that Hounslow Council could only afford to do this if it received grants from Tfl is blown out of the water by The Hounslow House crew awarding themselves a large hike in allowances with £400k back dated. In Chiswick Riverside (Grove Park) local councillors repeatedly warned that much in the six schemes was impractical and would cause many residents serious problems. This was largely ignored. Traffic island were ripped out, barriers installed and the whole area was balkanised. Residents had complained about speeding traffic - the measures introduced did not address this.Residents complained of rat-running. The measures were clearly aimed at the morning rush hour but do not address the evening rush hour. There is a clear logical order for introducing the schemes but they were introduced pretty much in reverse order. The Hartington Road scheme should have been implemented first but was not live until eight months after Harvard Hill was blocked off. Two key schemes depended on ANPR technology. It is now clear that LBH has no experience of such schemes and should not have brought forward these schemes until they did.

ANPRs the full story. Over four years ago when it became clear that TfL were going to block vehicle access to the west (north and south) out of Stile Hall Gardens I began discussions with Hounslow's Assistant Director of Traffic and Parking. We quickly agreed that a physical rising barrier or pop-up bollards would not be practical. However the discussion became more positive when I raised the possibility of using ANPR camera technology as deployed for several years in airport, hospital and even municipal car parks (e.g. Feltham) .Ultimately there was no money to do this and the Assistant Director did not have the vision to drive forward an experimental scheme. As a public servant no one was paying him to take risks blah blah blah.So we missed a golden opportunity to trial an already mature technology that could be used with great affect on some of Chiswick's roads. The result is that although you (Michael tinfoil-hat Robinson) might be happy with your mini-LTN a great many of your neighbours in the Stile Hall Gardens / Chiswick Village enclave are extremely annoyed that they are stuck with no access to the south, west or north unless they take a detour to Chiswick High Road and on to Chiswick Roundabout. Roll on May/June 2020 when Hounslow's traffic officers published their traffic plans for "South Chiswick" that most resident knew nothing about. This included not one but two experimental traffic schemes that relied ANPR technology. Hurrah I thought my discussions with officers have borne fruit and they have done some research and now know how to use ANPR technology (or know a man who does). On closer inspection it turned out that not only were the two schemes completely different (they are only experiments Cllr Hearn don't worry) but that Hounslow's traffic officers still had absolutely no idea how to operate the technology or even where to buy the cameras or how much they cost and what maintenance they would require (we had to act quickly Cllr Hear or we would have lost the TfL grant - Would that be the grant that for several months TfL refused to pay to cover the cost of ANPR cameras?)The way forward was for officers to try a pilot scheme on Green Dragon Lane in Brentford. Subsequently it has emerged that they were trialing not only the technology but also seeing if any one would challenge the legal basis of the ANPR based scheme. So what happened next? Did Hounslow place an order for ANPR cameras to be deployed on Thames Road / SOG. Not exactly. By now every local authority and their grannies were placing orders for ANPR cameras and LBH was at the back of the queue. Brilliant project management. Surely there must be a local government award for demonstrating such skill? I had a verbal pledge from the Assistant Director (who is no longer employed by Hounslow) that once the the Thames Rd / SOG scheme was fully operational he would order a review of the case for an ANPR based scheme on Stile Hall Gardens. It is unclear if his successors will honour this pledge. Flip-Flopping? On Stile Hall Gardens the scheme would require a driver to pass two ANPR cameras to have committed a contravention and be issued with a PCN ticket. On Thames Road / SOG everything is much more vague because the traffic officers worked hard to devise a scheme that would not close the SOG Schools, and bankrupt the shops, pubs, restaurants and other businesses. You can enter Thames Road / SOG for access purposes? Yes. But what does that mean? Making deliveries, having a coffee or a meal or a drink that sort of thing? Yes. So whether or no you get a PCN depends how long you are in the zone? Yes .. sort of. OK how long do you have to stay in the not to get a PCN, ten minutes, half an hour ... That is for us to know and you to worry about. No we are not going to tell you. We will just see if anyone challenges their PCN.So at last we see where the tin-foil hats come in. Residents will have to use wear these so that that they can communicate their intentions telepathically with Serco and LBH. Will a regime that relies on telepathy be enforceable at law? Hmm what the Hounslow Cycling guys and gals think Michael - Oh yes a forgot. You a big fan of fixed barriers. Where do you suggest we stick one on Thames Road? Its not a happy tale is it Michael. Yes, there should be a a simple ANPR scheme where you live. The ANPR based scheme being implemented on Thames Rd / SOG is a dog's dinner and needs a complete rethink. Now is the time for local residents' input to be listened to and acted upon.Only this morning I received the following email message."Dear Cllr Hearn I find that my neighbours, like myself, are unclear about the regulations which now govern traffic from Kew Bridge to Chiswick Bridge through our streets. We have the impression that Hartington Road is completely shut off to outsiders whereas Thames Road is open if you pause for awhile en route (though how long a pause is a question – is a cab/Uber coming to pick you up from or deliver you to home or one of the pubs or restaurants in compliance if its stop is merely long enough to pick up a passenger or drop one off)? Friends are refusing to come by until I can tell them. What if someone needs to order a cab to take them to hospital?"

Some further points questioning Cllr Hearn's account..- at what point did he become aware of the reality involved implementing ANPR? He was promoting it as the answer to everything in October last year as demonstrated by the quote in a previous post.  - "except for access" restriction and signage is on page 18 of "Know Your Traffic Signs Official Edition" published by the DfT.  People sitting the UK driving test can be examined on this so a claim of "I didn't know what it meant" is unlikely to succeed upon appeal.  If Cllr Hearn thinks that the DfT driving test documentation needs improved, he should raise it with them.  -the novel aspect of the Green Dragon and Thames Rd measures is to infer an 'except for access' contravention on the basis of the time taken between 2 cameras about 1km apart.  The question is whether an adjudicator will accept inferred evidence that the vehicle did not stop based upon timing between cameras, or insist on direct evidence.  Devonshire Rd has an 'except for access' restriction but one camera could cover the entire street there to provide direct evidence.- Even I was aware of the novel application of ANPR being proposed just from reading the Hounslow documents.  I work in technology, am automatically sceptical of new applications because I see the "blood, sweat and tears" involved getting things to work in the real world.  Of course this caution was dismissed by Cllr Hearn who claimed it was "simple and elegant" and wanted it everywhere in Grove Park.  It wouldn't just be the times between 2 cameras, but dozens of permutations.  Maybe Cllr Hearn just didn't want to hear these real world challenges because he thought he could have his cake and eat it hence his flip-flop.One thing is sure, he will continue to prioritise people in cars above everything else.

Michael Robinson is not a Cllr. He is an un-elected self-styled expert. His role within in the Hounslow Cycling Group is not clear - perhaps he would lke to clarify this? Mr Robinson's questions.ANPR Technology - at what point did I become aware of the reality involved implementing ANPR? Answer: ANPR technology is just a tool for getting the job done. It works well in airport and hospital car parks. I still believe that it can perform an important role managing rat-running in Chiswick. For example unlike Mr Robinson's favoured hard barriers an ANPR based system can be programmed to operate only at certain times e.g. rush hours. If Cllr Hearn thinks that the DfT driving test documentation needs improved, he should raise it with them. Answer: This is plain daft Mr Robinson. I have never attacked the signage on SOG what I have attacked is the way that this specific scheme has been implementated in the full knowledge that its legal foundations are to say the least shaky. The question is whether an adjudicator will accept inferred evidence that the vehicle did not stop based upon timing between cameras, or insist on direct evidence. Answer: Exactly and no one knows the answer to this question. I readily accepted that the Green Dragon Lane pilot was necessary when told just how little practical experience Hounslow Traffic Officers could draw upon. It was however those same officers egged on by people like Mr Robinson who had proposed the two ambitious ANPR schemes as an integral part of the South Chiswick Schemes. However a pilot could have been run in the Stile Hall Gardens three years ago. Such schemes can be simple and elegant needing little human intervention and requiring no admin intensive white lists. The permutations you refer to Mr Robinson are for much more complex multi-camera schemes that we are not discussing here.Maybe Cllr Hearn just didn't want to hear these real world challenges because he thought he could have his cake and eat it hence his flip-flop.Answer: No flip-flop. Different horses for different courses. My motivation as an elected councillor is to promote schemes that will benefit the lives of most residents whilst causing little or no harm to the interests of the rest. You on the other hand Mr Robinson seek to make life as difficult as possible for those who have to use taxis, depend on motor vehicles to get to work, supply their businesses, deliver their groceries etc etc.  One thing is sure, he will continue to prioritise people in cars above everything else.Answer: No Michael absolutely not. I look always for a fair balance - what you call having my cake and eating it. For you it is smack in a barrier and stand back and smirk when your neighbours have to make massive detours. A quick trip to Screwfix in Brentford from Chiswick Village - don't make me laugh.

Cllr Hearn,I am not sure why you think that being unelected means that I am not able to read, analyse data, ask questions and end up knowing than more than you do on this subject.Your comparison with a hospital car park and airports with public roads is just evidence of your ignorance. Regulation of  public and private facilities and volume of traffic are totally different in both cases. You still didn’t answer the questions when you flip-flopped about ANPR being the answer to everything.Cllr Hearn claims he never attacked the signage on SOTG but he did say "Yes. But what does that mean?” So he seems to be saying that he isn’t attacking the signage but he doesn’t know what it means.  The method used to enforce the  signage doesn’t change its meaning.Cllr Hearn says "officers egged on by people like Mr Robinson who had proposed the two ambitious ANPR schemes as an integral part of the South Chiswick Schemes."Cllr Hearn is a liar.  There is no other way of putting it.The irony is that the FOIs that his tinfoil hat brigade of mates show Cllr Hearn’s statements to be untrue.  As an example, an email to Mark Frost setting out concerns with the ANPR measures proposed.  It was Cllr Hearn who was gung ho because he thought ANPR allowed him to have his cake and eat it.Cllr Hearn's claim that somehow I "had proposed the two ambitious ANPR schemes" is a lie, simple as that.As for " A quick trip to Screwfix in Brentford from Chiswick Village - don't make me laugh.” Putting aside that B&Q is closer, that is a distance of 1.9 miles currently showing a journey time of 6 minutes. If you are complaining about people not being able to go via Kew Bridge Rd then they couldn’t come back to Stile Hall Gardens or Wellesley Rd using that route anyway because of no right turn from the S Circular.  Why have you a problem with people using the same roads in both directions? Have a good laugh.Your "cars above all" view of the world is perfectly illustrated that you think maybe (or maybe not) saving a minute driving less than 2 miles to buy a rawl plug is more important than a quiet and safer street for everyone, all the time.
