Thames Cruiser with lots of people on board.

Saw the Clifton Castle river cruiser (usually moored at Kew Bridge) travelling downstream last week. It had about 20 people on board. Looked as if they were dressed for a funeral. Is this currently allowed?

Max 30 people allowed for a funeral.  Assuming that they were all outdoors?
