One simple solution would be for the restricted access to only operate during the morning and evening rush hours. This is what is being implemented after all on the so called school streets. Our Lords and masters are not prepared to consider this sensible common sense approach because it would not be in the spirit of TfL's Low Traffic Neighbourhood (LTN) philosophy. Apparently there is no gain if there is no pain for motorists (and those reliant on motorised transport).  The Thames Road / Strand on the Green Scheme is different but equally bonkers. It has yet come into force because certain knuckleheads failed to place the ANPR camera orders in good time (because we did not know that the funding was secure) and now everyone and her granny wants to buy ANPR cameras ....When the Thames Road scheme comes in you will be allowed in "for access" and can enter and exit by different routes. However there is no explanation of what "for access" means other than that it will be on a timed basis (and not a white list). But they are refusing to tell us how long you have to linger "for access" in order to avoid a ticket. Absolutely barking mad.So if I live in Richmond I will (after the lockdown) be able to drive over to Strand on the Green and go to one of the river pubs/restaurants without any fear of a fine. But if I live on Hartington Road I will not be able to drive along Thames Road on my way to go to a pub in Richmond without receiving a £130 PCN. Totally bonkers.
