Can we , the public, walk on them for exercise ?

Yes if they are on public land (eg Wimbledon Common). If they are private courses, then no, unless permission is explicitly given. You would only be able to use already established public rights of way across them.

But you may not drive to them to walk!

Bear in mind that if you do walk on them, you can't do so whilst hitting a little ball with a big stick

You can walk around one with a member of your own household, but the pair of you can't play golf on it.Go figure...
