Most people in most cities don't need a car, it's a selfish personal choice which the vast majority of us are guilty of.  In my last job before I became self-employed the package came with a company car despite our offices being in the middle of the City, having no parking etc., and I probably used the car for work purposes at most twice a month.  When I became self-employed I realised a car was an unnecessary luxury, so I joined a car club and occasionally hired a car.For the last year due to family circumstances I've been living in a tiny village up north with the nearest shops/facilities 4 miles away and no public transport whatsoever.  Not having your own car in that kind of environment is a problem, not having your own car in London (in most cases) isn't.People say it should be personal choice, nope, in just the same way the government tell me I've to wear a mask and socially distance to protect my fellow human beings then for the well-being of the planet they should make car driving in cities as unpleasant and expensive as possible, and prioritise all other sustainable modes of travel. And, as you're well aware, I wish breeding was treated in the same way.  Make having 3+ kids as financially and socially unattractive as possible.  Indeed the latter is way more important than the former, because financially the Rees-Mogg's of this world can have 25 kids and not be affected.  But make it something society looks down upon, like smoking, drink-driving and so forth.  Sadly it'll never happen.
