"which in itself could be the problem because lots of people don't seem to know the rules"Indeed, they do not, Philippa. That remains true of all vehicle operators and road users regardless of transport choice. When I was a kid, Drivers Education was mandatory. It doesn't matter if you go on to get a driving license or not. You must learn the rules of the road. As far as I'm aware, this is not the case in the UK. It should be. To learn how the road operates you learn how to anticipate others behavior on shared infrastructure. This seems especially warranted now that all manner of vehicles are flooding the roadways and dare I say pavements. To insist only one sub-group is responsible is to miss the point entirely: you are responsible for your behavior and your choices. You cannot hide behind ignorance forever. And I'm mystified how any initiative to improve safety avoids the obvious bit about education. Without the lessons, the practical is pointless. Why should anyone be responsible for what, in some cases, is sheer stupidity on the part of another?
