Many libraries are re-opening and following strict guidelines issued by the government, who consulted CILIP, the librarians' professional body, amongst others. Books removed from the shelf by customers and returned books need to be quarantined for 72 hours before being reshelved. My experience is with school libraries, where some librarians are offering a click and collect service: students select books on the online catalogue and the librarian delivers them in packaging to some central point in the school, the return process is the inverse, with books being sterilised and quarantined for 72 hours before being re-shelved. I now see that the CILIP guidance is for CILIP Scotland. If you want to read it, it is here: https://www.cilips.org.uk/Reopening-libraries and here is something about England libraries, with a list of some local authorities and what they are doing: https://www.publiclibrariesnews.com/about-public-libraries-news/coronavirus-public-library-ideas-and-responses/when-and-how-will-public-libraries-reopen-in-england
