BUS FULL.. BUS FULL.  Where's queue for the next one?

Single decker buses are to be limited to 10 passengers. ...and double-deckers to 20. Some drivers are practicing that altesdy.Well the first bus that I wanted today on the High Road just sailed past with a display board in front of the driver saying BUS FULL. If the next bus only has room for two more...who from this disorganised queue would get on?Disquiet at bus stops loom.
