Thing is, the theory has been shown to happen in reality. Adding routes have made journey times worse, removing routes have made them better. That’s why it is called a paradox because there are real life examples with the theory showing why, that contradict your statement.I’m not claiming that it will apply in this case because it is all specific to the particular network and traffic volumes. In this context, capacity translates into journey duration, so if journey durations increase, the question is how many drivers will give up and take another route, decide the journey didn’t need to be taken by car, change the journey time, until an equilibrium is reached.
