I think it must be a police matter as your neighbours appear to be acting outside the rules. However, the police have my sympathy as they must feel powerless as soon as people say that everyone is breaking the rules including politicians, SPADs, scientists and Doris and Bert down the road who sat in the garden a few weeks back with some relatives. So they will pass the buck on to the council.
