Yes Sandie as Richard has said any concerns relating to structural matters are Building Control matters, not planning enforcement matters.Has planning permission be granted for any works ? (on the one hand any extensions to a flat will require planning permission, but on the other if the work is solely internal alterations, like the removal of an internal wall to create a larger room, then that wouldn't constitute development requiring planning permission).Potentially there could also be party wall issues, but that's a civil matter between the respective parties and not something the local authority could get involved in.Given that I'm going back 14 years and the Council has moved since them it may well be that my old direct telephone number no longer works, but when I worked at LBH as their Head of Planning Enforcement my number was 0208 5835173 - however as Richard says I doubt the Enforcement Team will be able to investigate in this case.
