
Permission is now being sought to increase the building height by a single storey

Just ten weeks after Hounslow Council rejected plans to add two extra storeys and 18 flats to the residential block at 1–18 Claremont Grove, the applicant BBCC Chiswick FH Ltd is trying again — this time with a smaller proposal.
A new application, PA/2026/2810, was registered on 6 October, seeking prior approval to add one additional storey and create six self-contained flats on top of the existing building. The scheme is again being brought forward under permitted development rights, which allow certain rooftop extensions to bypass a full planning application if they meet specific criteria.
The move follows the council’s decision on 27 July to refuse the earlier, much larger proposal (PA/2026/1820), which would have added two storeys and 18 units — six studios and twelve one-bed, one-person flats. Planning officers concluded that the height and massing of the extension would be “overly dominant and incongruous”, out of keeping with the surrounding area, and that the absence of a parking stress survey meant the scheme risked creating unsafe kerbside parking around the estate.
That refusal came despite daylight and transport assessments submitted by the applicant, which argued that the 18-flat scheme would have no significant impact on neighbours or the local road network. Consultants RGP stated that the additional homes would generate only a small number of extra trips, noting the site’s PTAL rating of 2, nearby bus stops on Cavendish Road and Alexandra Avenue, and the 18-minute walk to Chiswick railway station. The development was proposed to be car-free, with existing parking retained and new cycle storage planned to the west of the site.
The newly submitted six-flat proposal keeps the same permitted-development route but reduces the scale considerably.
Residents living near Edensor Gardens, who opposed the earlier scheme on grounds of height and visual impact, now have to consider if the new proposal is acceptable.
